ਚੰਡੀਗੜ੍ਹ – ਬਿਜਲੀ ਸੰਕਟ ਨੂੰ ਲੈ ਕੇ ਨਵਜੋਤ ਸਿੰਘ ਸਿੱਧੂ ਲਗਾਤਾਰ ਆਪਣੇ ਬਿਆਨ ਦੇ ਰਹੇ ਹਨ। ਨਵਜੋਤ ਸਿੰਘ ਸਿੱਧੂ ਨੇ ਇਕ ਵਾਰ ਫਿਰ ਟਵੀਟ ਕਰਕੇ ਲਿਖਿਆ, ‘ਮੁਫ਼ਤ ਬਿਜਲੀ ਦੇਣ ਦੇ ਖੋਖਲੇ ਵਾਅਦੇ ਉਦੋਂ ਤੱਕ ਬੇਅਰਥ ਹਨ, ਜਦੋਂ ਤੱਕ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਰਾਹੀਂ ਨਵਾਂ ਕਾਨੂੰਨ ਬਣਾ ਕੇ ਬਿਜਲੀ ਖਰੀਦ ਸਮਝੌਤੇ ਰੱਦ ਨਹੀਂ ਕਰ ਦਿੱਤੇ ਜਾਂਦੇ। ਜਦੋਂ ਤੱਕ ਬਿਜਲੀ ਖਰੀਦ ਸਮਝੌਤਿਆ ਦੀਆਂ ਨੁਕਸਾਨਦਾਇਕ ਧਾਰਾਵਾਂ ਨੇ ਪੰਜਾਬ ਦੇ ਹੱਥ ਬੰਨ੍ਹੇ ਹੋਏ ਹਨ ਤੇ ਉਦੋਂ ਤੱਕ 300 ਯੂਨਿਟ ਮੁਫ਼ਤ ਬਿਜਲੀ ਦੇਣ ਦੀ ਗੱਲ ਖਿਆਲੀ ਪੁਲਾਓ ਹੀ ਹੈ।’

ਸਿੱਧੂ ਨੇ ਕਿਹਾ ਕਿ, ‘ਬਿਜਲੀ ਖਰੀਦ ਸਮਝੌਤਿਆਂ ਅਧੀਨ ਪੰਜਾਬ 100% ਉਤਪਾਦਨ ਲਈ ਨਿਰਧਾਰਤ ਚਾਰਜ ਅਦਾ ਕਰਨ ਲਈ ਮਜ਼ਬੂਰ ਹੈ। ਜਦਕਿ ਹੋਰ ਸੂਬੇ 80% ਤੋਂ ਵੱਧ ਦੀ ਕੋਈ ਅਦਾਇਗੀ ਨਹੀਂ ਕਰਦੇ। PPA ਅਧੀਨ ਪ੍ਰਾਈਵੇਟ ਬਿਜਲੀ ਪਲਾਂਟਾਂ ਨੂੰ ਜੇ ਇਹ ਨਿਰਧਾਰਤ ਚਾਰਜ ਅਦਾ ਨਾ ਕੀਤੇ ਜਾਣ ਤਾਂ ਇਸ ਨਾਲ ਪੰਜਾਬ ਵਿੱਚ ਬਿਜਲੀ ਦੀ ਕੀਮਤ ਸਿੱਧਾ 1.20 ਰੁਪਏ ਪ੍ਰਤੀ ਯੂਨਿਟ ਘਟ ਜਾਵੇਗੀ।’
PPAs bind Punjab to pay fixed charges for 100% production, whereas other States pay No more than 80% … If these fixed charges being paid to Private Power Plants under PPAs were not paid, it would directly & immediately decrease cost of Power in Punjab by Rs. 1.20 per unit 2/6

ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ, ‘PPA ਪੰਜਾਬ ‘ਚ ਬਿਜਲੀ ਦੀ ਮੰਗ ਦੇ ਹਿਸਾਬ ਨਾਲ ਗਲਤ ਹਨ। ਬਿਜਲੀ ਦੀ ਵੱਧ ਤੋਂ ਵੱਧ ਮੰਗ 13,000-14000 ਮੈਗਾਵਾਟ ਸਿਰਫ਼ ਚਾਰ ਮਹੀਨੇ ਰਹਿੰਦੀ ਹੈ, ਬਾਕੀ ਸਮੇਂ ਇਹ 5000-6000 ਮੈਗਾਵਾਟ ਤੱਕ ਘੱਟ ਜਾਂਦੀ ਹੈ, ਪਰ ਬਿਜਲੀ ਖਰੀਦ ਸਮਝੌਤੇ ਇਸ ਤਰ੍ਹਾਂ ਬਣਾਏ ਗਏ ਹਨ ਕਿ ਨਿਧਾਰਤ ਚਾਰਜ ਵੱਧ ਤੋਂ ਵੱਧ ਮੰਗ ਅਨੁਸਾਰ ਹੀ ਅਦਾ ਕਰਨੇ ਪੈ ਰਹੇ ਹਨ।’
PPAs are based on a wrong calculation of power demand in the State … Peak Demand of 13,000-14,000 MW is only for four Months whereas Non-Peak power demand falls down to 5000-6000 MW, But PPAs have been designed & signed to pay fixed charges at the peak demand … 3/6

ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ, ‘ਸਭ ਤੋਂ ਜ਼ਿਆਦਾ ਚਿੰਤਾ ਦੀ ਗੱਲ ਹੈ ਕਿ ਬਿਜਲੀ ਦੀ ਵੱਧ ਤੋਂ ਵੱਧ ਮੰਗ ਦੇ ਨਾਲ ਪ੍ਰਾਈਵੇਟ ਬਿਜਲੀ ਪਲਾਂਟਾਂ ਵੱਲੋਂ ਲਾਜ਼ਮੀ ਬਿਜਲੀ ਪੂਰਤੀ ਲਈ ਕੋਈ ਵੀ ਸਮਝੌਤਾ ਦਰਜ ਨਹੀਂ ਹੈ। ਇਸ ਲਈ ਝੋਨੇ ਦੀ ਬਿਜਾਈ ਦੇ ਮੌਕੇ ਉਨ੍ਹਾਂ ਨੇ ਆਪਣੇ 2 ਬਿਜਲੀ ਪਲਾਂਟ ਠੀਕ ਕਰਵਾਏ ਬਗੈਰ ਹੀ ਬੰਦ ਕਰ ਦਿੱਤੇ ਹਨ, ਜਿਸ ਦੇ ਸਿੱਟੇ ਵਜੋਂ ਅੱਜ ਪੰਜਾਬ ਨੂੰ ਵਾਧੂ ਬਿਜਲੀ ਖਰੀਦਣੀ ਪੈ ਰਹੀ ਹੈ।’
Even more alarming ! There is No Provision for mandatory supply of power from these Private Power Plants during the peak season under the PPAs… Thus, they have shut down two power plants in this paddy-sowing season without repairing them & Punjab has to buy additional power 4/6

ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ, ‘ਬਿਜਲੀ ਸਮਝੌਤਿਆਂ ਕਾਰਨ ਹੀ ਦੀ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੂੰ ਹਜ਼ਾਰਾਂ ਕਰੋੜ ਰੁਪਏ ਕੀਮਤ ਚੁਕਾਉਣੀ ਪਈ ਹੈ।’ ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਬਿਜਲੀ ਖਰੀਦ ਸਮਝੌਤੇ ਬਾਦਲਾਂ ਨੂੰ ਭ੍ਰਿਸ਼ਟ ਲਾਭ ਪਹੁੰਚਾਉਣ ਲਈ ਕੀਤੇ ਗਏ ਸਨ ਅਤੇ ਇਹ ਬਾਦਲ ਪਰਿਵਾਰ ਦੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੀ ਹੀ ਇੱਕ ਹੋਰ ਮਿਸਾਲ ਹੈ ਅਤੇ ਇਸ ਦਾ ਖ਼ਾਮਿਆਜਾ ਅੱਜ ਪੰਜਾਬ ਭੁਗਤ ਰਿਹਾ ਹੈ।
Faulty PPAs have cost People of Punjab thousands of crore ! Punjab has paid 3200 Crore just as Coal-washing charges due to faulty replies to pre-bid queries before signing PPAs. Private Plants keep finding loopholes to file litigation that has cost Punjab 25,000 Crore already 5/6

These PPAs are just another example of Badal Family’s corruption, designed to give corrupt benefits to Badals… without any thought for welfare of Punjabis. Thus, Punjab is suffering today !! “New Legislation & White-Paper on PPAs in Vidhan Sabha” is our only path to Justice 6/6
